In the realm of player contracts, it's important for a GM to understand the concept of free agency. In OOTP, a free agent is any player who has no contract, meaning that he is free to sign a contract with any team. In OOTP, the following players are considered free agents:

# Any player who has reached the minimum number of major league service years required for free agency in the league, and whose contract has expired.
# Any player who has been released from his contract by his team.
# Any players who are not currently under contract, such as players from an amateur draft who were not drafted.

Enabling or Disabling Free Agency
Every league has some free agents, such as those in items 2 and 3 above. However, when people talk about free agency, they are usually referring to item 1 above. In OOTP, you can choose to enable free agency. During the game creation process, this is done on the Rules tab of the Create Game page. If your game has already started, you can change your free agency settings during the offseason in the Game Setup area.

Minor League Free Agency
If you have minor leagues in your game, it is possible to enable rules for minor league free agency as well. Minor league free agency is handled in a similar fashion to major league free agency, with the exception that professional service time and time on secondary roster are used instead of major league service time. See Time as a Professional (Professional Service Time) for more information.

Players who are on a team's secondary roster or who have accepted a minor league contract extension are not eligible for minor league free agency.

Minor League Free Agency can be turned on and off in the financial rules described in the Financial Rules area.

Draft Pick Compensation for Lost Free Agents
As a way of helping weaker financial teams remain competitive, you can also enable compensation for lost free agents. If this option is enabled, teams that lose compensation-eligible free agents will receive draft pick(s) in return for those players signing with a different team in free agency.

In OOTP, when a player becomes eligible for free agency after accruing 6 years of service time, he may be offered a one-year qualifying offer (QO). A player may only be offered one QO in his career. The player may either choose to accept the one year QO or reject it. If the player rejects the qualifying offer, he becomes eligible for draft pick compensation for the team that is losing him to free agency. The original team can receive one of two types of supplemental draft picks in the upcoming first-year player draft as compensation for that signed the free agent. If the player signs for a guaranteed contract value of $50 million or more, the original team receives a compensation pick in the supplemental round at the end of the first round. If the player signs for a guaranteed contract less than $50 million, the original team will receive a compensation pick at the end of the 2nd round.

As of OOTP 27, a team that signs a compensation-eligible FA will lose their 3rd-round pick in the upcoming draft regardless of contract value. Each additional compensation-eligible free agent that team signs will result in an additional lost pick in each round after the 3rd.

Note: If you fail to offer salary arbitration to pending free agents, then you will not receive any draft pick compensation, even if you lose free agents to other teams!
Draft pick compensation can be turned on and off in the financial rules described in the Financial Rules area. You can see a player's free agent type on his Contract & Status sub-screen.

The Development Lab is a new feature added to OOTP 25. It gives you extra controls over how your players will grow over time. You can assign specific programs to players during the off-season, in hopes of getting specific boosts in certain areas.

Find out more information about the lab here, in the developer's guide to the program.

The Player Development Lab (Also known as Practice Facility in Historic Games). This gives you more say in the development of your players, something that has never been seen before in OOTP. (Also check out Player Development Sliders)

Specific Development Lab settings can be found under Game > Game Settings > Players & Teams.

The Development Lab settings:
* Disable player Development Lab - If you want to enable or disable the Development Lab in your game you just use this check box. Checked means it is disabled and unchecked means it is enabled.
* Development Lab Size - This drop down box will allow you to change the slots available for your to use. It ranges from 1 to 20 slots. The Default is 6 slots. Click click on the drop down box to see the options to choose from.

* Display Lab Specific Rating Changes in Completion Email - This setting will enable or disable the rating changes in the Development lab email. An examples of the information sent in the emails:

**NOTE** Depending on which rating scale you use will change the numbers you will see in the completion emails. If you use 1-100 the numbers will be larger than 5 scale. If you use 1-5, 2-8, 1-10, 1-20 the numbers seen in the completion email will be smaller than 5 scale.

This facility is open during the offseason and preseason, and includes weight rooms, batting cages, bullpens, training equipment, and more. While this facility is open you can send players here, where they will follow a training program designed to improve a specific part of their game.

Programs take different times to complete. You have Short programs: 4 to 5 weeks and long programs: 4 to 5 months. **NOTE** the length of your season will change these numbers. A shorter season will make the programs take longer (5 to 6 weeks or 5 to 6 months) and a longer season will makes these programs shorter. On a player you should be able to complete "3 short programs" or "1 long program and 1 short program" in an offseason.

Development Outcomes
Programs have four possible outcomes, Poor, No Improvement, Successful, and Outstanding. With an Outstanding outcome for some programs you will get a potential rating boost and with others you might get a bonus improvement.

Not all poor results will give a negative outcome but some will regress your ratings. Also, only what is seen in the Development Emails show what changed on your player. Looking at a scouting report shows ALL development from the last time your scout ran a report on that player. The Development Lab ONLY affects the stats from the program you ran and will not change other ratings. For example, if you did gap power, you will see in the dev lab email, any changes that the development lab had on your player. What you see in scouting reports, are not what changed because of the Development Lab.

List of Development Programs
Development programs are split between common programs, pitcher specific programs, and batter specific programs. Different programs have different difficulties to complete. They are as follows - Easy, Medium, Hard, and Very Hard

Common Programs:
*Improve Defense
**Pitcher - This program is considered EASY - On Successful or Outstanding completion this program will improve: Hold, infield arm, infield range, infield error, and turn double play
**Catcher - This program is considered HARD - On Successful or Outstanding completion this program will improve: Catcher Arm, Blocking, and Framing ratings.
**1B - This programs is considered Easy - On Successful or Outstanding completion this program will improve: infield arm, infield range, infield error, and turn double play
**2B and 3B - These programs are considered MEDIUM - On Successful or Outstanding completion this program will improve: infield arm, infield range, infield error, and turn double play
**SS - This program is considered HARD - On Successful or Outstanding completion this program will improve: infield arm, infield range, infield error, and turn double play
**LF and RF - These programs are considered EASY - On Successful or Outstanding completion this program will improve: outfield arm, outfield range, outfield error
**CF - This program is considered HARD - On Successful or Outstanding completion this program will improve: outfield arm, outfield range, outfield error
**Bunting Drills - This program is considered EASY and can be learned by all players, including pitchers. This will help improve Sacrifice Bunt and Bunt for Hit.
**Strength and Conditioning - This program is considered HARD - This program can be used by anyone that has over 20 proneness in all of the single 4 proneness ratings: Overall Proneness, Back Proneness, Legs Proneness, and Arm Proneness. If any of these fall below 20 (These can be found in the player editor), this program will not show up in the list of programs to use. Now this program will not let you know in specifics what has improved. It will just say that your proneness improves from "old durability" like Normal to "New Durability level" like Normal bordering on durable. It will not give numbers. If you have a pitcher that gets an Outstanding result will have a chance at a velocity boost. A batter that gets an Outstanding outcome will have a chance at a small potential power rating boost.

Pitcher Specific Programs:
* Secondary Pitch Improvement - This program is considered EASY - On a successful program, this program will pick the pitchers highest rated secondary pitch (non-fastball) and slightly improve it. This program has the possibility to improve the Changeup, Circle Change, Curveball, Cutter, Forkball, Knuckle Curve, Knuckleball, Screwball, Sinker, Slider, and Splitter. This program has no effect on the Fastball.
* Improve Control - This program is considered MEDIUM - A successful program will improve the pitchers current control. If a players control is maxed it will not give an improvement. On an Outstanding program it will improve the current control and also the potential control of the pitcher. A poor program could regress the pitchers control.
* Increase Pitch Movement - This program is considered MEDIUM - This program acts the same way as the Improve Control program. A successful program will improve the pitchers current movement. If the pitchers movement is maxed it will not give an improvement. A Outstanding program it will improve the current movement and also the potential movement of the pitcher.
* Improve Pitch Arsenal - This program is considered HARD - This program will not be shown if all the pitchers pitches are 375 or over in both current and potential in the editor. This program will pick any pitch under the above requirement and improve it including the fastball. Once all pitches exceed 375, in editor ratings, this program will be removed from your Development Lab Program List.
* Increase Velocity - This program is considered HARD - As long as your Velocity is below 99-101 Mph, this program will show up on your Development Lab list. Once your Velo reaches 99-101 this program will be removed as a program you can use. The Strength and Conditioning Program can also give a Velo boost on a Outstanding program
* Endurance Training - This program is considered HARD - As long as your stamina is not maxed, this program will show up in your list to help improve your stamina.
* Add Pitch to Arsenal - This program is considered VERY HARD - On a successful program, this will add a random pitch not known to the pitcher already.
Batter Specific Programs:
* Baserunning Fundamentals - This program is considered VERY EASY - A successful or Outstanding Program will improve the players baserunning abilities.
If a batter's Eye is maxed it will not give an improvement. On an Outstanding program it will improve the current Eye and also the potential Eye of the batter.
* Gap Power - This program is considered MEDIUM - A successful program will improve the batters current Gap Power. If a batter's Gap Power is maxed it will not give an improvement. On an Outstanding program it will improve the current Gap Power and also the potential Gap Power of the batter.
Tips and Tricks
Having coaches with good Development traits, players with positive personalities and good morale could possibly give a slight bonus at getting better outcomes.

Important info
To get accurate updated scouting of a player if you have scouting on, run a scouting report on the player as you place them into a Dev Lab program and then run a new scouting report when the Dev Lab has concluded. Looking at a players scouting page is not going to show you updated info. To learn how to run a scouting report click here [https://wiki.ootpdevelopments.com/index.php?title=OOTP_Baseball:Important_Game_Concepts/The_Scouting_Model/Scouting_Reports&action=approve&oldid=1826#How_do_I_run_a_scouting_report?

CWess12: Personality ratings in views are on a three-level scale not a five-level scale.

Players in OOTP have six different personality ratings that come into play in various ways. Personality ratings use the same scale as other player ratings. In general, higher personality ratings are better. The one exception is Greed, in which a lower score is better (for the GM).Personality ratings aren't exact. On the Player Profile, you can get some clues as to the player's personality:

There is no default view with personality ratings, but you could easily create a custom view with these ratings. When viewing personality traits in a view, traits are rated on a three-level scale: Low, Normal, and High.

The 11 personality ratings are as follows:

* Leadership - A player's ability to lead. Players with high leadership have some positive effect on other players in the clubhouse, potentially affecting both their performance and their development.
* Desire for Winner - How important it is for a player to be on a winning team. Players who need winning teams factor this into their decisions about where to sign contracts or extensions. Player morale can suffer greatly if this rating is high and the team is performing poorly.
* Loyalty - How loyal a player is to his current team. Players with high loyalty may be more likely to sign extensions.
* Financial Ambition (Greed) - How greedy the player is. Greed is a strong factor in contract negotiations, and can have a negative impact on morale if the player feels he is underpaid.
* Work Ethic - How strong the player's work ethic is. Players with a strong work ethic can have a positive effect on other players in the clubhouse, and can influence player development. They are also somewhat less prone to slumps. Players with poor work ethic are also more prone to drug suspensions.
* Intelligence - How intelligent the player is. Intelligent players have a positive effect on other players in the clubhouse, and can influence in-game decisions and player development. Unintelligent players are also more prone to drug suspensions.
* Adaptability - the players ability to adapt. It can impact learning a new position, or their desire to play in a lower league, how well they adjust to being promoted to a higher league, and other situations where they may be pushed outside of their norm, and can influence player development..
* Controversy, Handle Success. Handle Failure, and Handle Critics - These ratings mostly tend to be how players get categorized into the various player classes, but can also be how they adapt to various situations regarding team chemistry. Is a player going to be Outspoken? A Sparkplug? Will they be a positive influence in the locker room or will they cause disruption?

Note: The effects of personalities are unpredictable, just as in the real world. Personalities might affect the game in ways other than what is described above, and personalities are not absolutes! For example, a player with a high loyalty might elect not to sign an extension with your team. Players will not always behave precisely according to their player personalities.

Disabling the Player Personality Model
